The Faculty of Public Health (FPH) of the Universitas Indonesia (UI) has again increased the number of lecturers with doctoral degrees. A lecturer from the Department of Health Administration and Policy, officially earned her Doctorate in Administrative Sciences on Wednesday, July 6, 2022. The lecturer is Dr. drg. Masyitoh, M.A.R.S., who successfully defended her dissertation with the title “The Effect of System Context, Drivers, and Collaboration Processes on the Output of Operational Cooperation (KSO) at Regional Hospitals (RSD) with Regional Public Service Agency (BLUD) status in Indonesia”.
Dr. Masyitoh was guided by Prof. Dr. Eko Prasojo, Mag. Rer. Publ., as a promoter and Prof. Dr. Amy Yayuk Sri Rahayu, M.Sc., as co-promoter in compiling her dissertation since 2018.The board of examiners in this doctoral promotion are 5 lecturers and professors from the Faculty of Administrative Sciences and the Faculty of Public Health. The 5 lecturers and professors are Prof. Dr. Irfan Ridwan Maksum, M.Sc.; Dr. Drs. Pantius Drahen Soeling, M.Sc.; Dr. phil. Reza Fathurrahman M.P.P.; Dr. dr. Slamet R. Yuwono, DTM&H, M.A.R.S., M.Kes.; and Prof. dr. Amal C. Sjaaf, S.K.M., Dr.PH. The Dean of FPH UI, Prof. dr. Mondastri Korib Sudaryo, M.S., D.Sc., came online to provide support.
Through her dissertation, Dr. Masyitoh raised the issue of gaps in access and quality of services caused by the high complexity of health. To overcome this, Dr. Masyitoh said that the public private partnership (PPP) approach is a form of collaboration that is able to overcome the existing gaps. This model is widely developed in Regional Hospitals (RSD) in the form of Operational Cooperation (KSO) haemodialysis. Therefore, the research that Dr. Masyitoh did this to analyse the determinants of collaborative governance in haemodialysis operational cooperation (KSO). The results show that the system context affects the drivers and the drivers affect the collaboration process. This collaborative process then affects the results.
The approach that Dr. Masyitoh did was well received by the examiners because not many researchers use a public administration approach to health. This approach is considered unique and has a fairly high novelty. In order for this research to be of wider use, several board of examiners suggested that this research should not be completed in doctoral promotion, but also be applied directly in Regional Hospitals and other health sectors in Indonesia.
The research that Dr. Masyitoh succeeded in making her graduate from the S-3 Administration Science study program, Faculty of Administrative Sciences UI with cum laude predicate. (BK)
