Wednesday, January 4, 2023, the Faculty of Public Health (FPH), Universitas Indonesia (UI) held an open doctoral promotion session on behalf of Mieska Despitasari with dr. Adang Bachtiar, M.P.H., D.Sc., as promoter and accompanied by Dr. dr. Harimat Hendarwan, M. Kes., and Dr. Besral, S.K.M., M.Sc., as co-promoter. The examiners in this doctoral promotion session were Prof. Dr. dr. Anhari Achadi, S.K.M, Sc.D., (FPH UI); Dr. Bagus Takwin, M.Hum., (Dean of the UI Faculty of Psychology); Dr. Deni K. Sunjaya, dr., DESS., (Faculty of Medicine UNPAD); Dr. dr. Trihono, M.Sc., (Thinkwell Indonesia); and Dr. Miko Hananto, S.K.M., M.Kes., (BKPK RI Ministry of Health). The title of the dissertation defended by Mieska is “Happiness Index of Human Resources for Health Centers (Risnakes Data Analysis 2017)”.
Strengthening the health system requires focused efforts on promotive and preventive services at the Puskesmas (Community Health Centers) as the primary service provider. Health Human Resources (HRD) in Puskesmas play an important role in the performance of Puskesmas services because happy Puskesmas Health Human Resources can work more productively. This research is an analysis of secondary data using data from the 2017 Manpower Research in the Health Sector. Risnakes is a national Health Human Resources survey conducted by the Research and Development Agency. The number of respondents involved in the total coverage survey is 249,910 people. The happiness instrument in the 2017 National Health Research and Development refers to the survey instrument for measuring the happiness level of the Central Statistics Agency which adapts the concept of the OECD better life index.
Evaluation of the happiness instrument was carried out using Rasch modeling. The happiness model was developed by factor analysis and Rasch modeling. The concurrent validity of the happiness model was assessed using two relevant constructs, namely job satisfaction and work motivation. The happiness index was obtained through Rasch modeling and was ranked at the district/city and provincial levels.
The results of this promovendus research show that all instrument evaluation parameters (item fit, outfit mean square, point measure correlation, wright map, DIF, unidimensionalitas, rating scale analysis, cronbach alpha, and separation index) are of good value. The results of modeling with factor analysis show that the happiness model is formed from 18 indicators grouped into 4 dimensions, namely retention, health, social, and incentives. The model is statistically stated to have concurrent validity because it relates to job satisfaction and motivation in a multiple linear regression model. The average happiness level of individual HRK in health centers in Indonesia is 0.6542 ± 0.1040. Based on the province, DKI Jakarta occupies the highest position in the HRH happiness index at the health center, while based on the district/city, West Sumba Regency ranks highest in the happiness index.
Also attending the doctoral promotion session this time was Prof. Dr. drh. NLP Indi Dharmayanti, M.Sc., Head of the BRIN Health Research Organization, who said that promovendus could develop an application for measuring the happiness level of Health Human Resources in Puskesmas based on the results of this research at the National Research and Innovation Agency (BRIN). Doctor Nana Mulyana, Secretary of the Health Policy and Development Agency of the Indonesian Ministry of Health said that BKPK is ready to collaborate to oversee the formulation of policies related to the Health Human Resources happiness index. The Director General of Health Workers of the Ministry of Health also said that this research is strategic because health human resources are the main actors of the six pillars of health transformation. It is hoped that happiness measurements can be carried out periodically at Health Human Resource Development so that they can immediately intervene if a problem occurs. Thus, the performance of Puskesmas services becomes optimal and has an impact on improving the health status of the community.
Doctor Mieska Despitasari, S.Sc., M.K.M., is a graduate of the 279th Doctor of Public Health Sciences program at FPH UI with a cumulative grade point average of 3.97.
